Foreign founders and foreign capital
Russian law places strict limits on access to state secrets where foreign nationals or foreign capital are involved. A licence is granted only to a Russian legal entity, after a special expert examination of the company and state certification of its head.
Foreign citizenship or permanent residence abroad of key executives is a statutory ground for refusing personal clearance; foreign participation in a company’s ownership or management is assessed during the special expert examination and in most cases rules licensing out.
